“The Mexican Congress now has a more balanced representation, which is an excellent opportunity for negotiation and to have a moderated agenda,” Casiopea Ramírez Melgar, partner at Fresh Energy Consulting and seasoned expert in the Mexican energy sector, told NGI’s Mexico Gas Price Index. “This scenario may provide a more optimistic panorama, especially in terms of avoiding a constitutional change.”

“For the private and public energy sector, these elections could define the rules of the game for the remainder of the administration,” Layla Vargas, general director at Muvoil Consulting and seasoned expert in the Mexican energy sector, told NGI’s Mexico Gas Price Index. Mexico will hold local, legislative and state elections on June 6. 

“There is a stoppage of energy investment in Mexico currently, where the attitude of investors is to wait before expanding existing projects or developing new ones,” Balam Energy CEO Carlos Tapia told NGI’s Mexico Gas Price Index. 

“Most if not all modifications” to Mexico’s Hydrocarbons Law set to come into force would “impact Mexico’s natural gas sector, from exploration and production to midstream to downstream operations,” Ricardo Falcón, Senior Gas Analyst for Mexico at Wood Mackenzie, told NGI’s Mexico Gas Price Index. 

Freezing weather in Texas in February and the subsequent energy supply problems on both sides of the U.S.-Mexico border underline a need for greater energy integration between the two countries, Lorena Patterson, senior energy specialist and strategist, told NGI’s Mexico Gas Price Index. 

Mexico needs to develop a fiscal framework for natural gas storage, Chairman David Goldwyn of the Atlantic Council Global Energy Center’s Energy Advisory Board told NGI’s Mexico Gas Price Index.

“By pausing the renewable energy auctions and pausing the oil auctions, the president has basically given a ‘stay away’ signal to foreign investment in the energy sector,” David Goldwyn, Chairman of the Atlantic Council Global Energy Center’s Energy Advisory Board, told NGI’s Mexico Gas Price Index.

“The principal concern of international companies and investors is the uncertainty that the electricity law could cause, and a lot of people are holding off on further investments while they wait to see what will happen,” Marcela Roque, Energy Director at Luxem Energía in Mexico City, told NGI’s Mexico Gas Price Index.

“Investors are waiting to see if U.S. President Biden will defend the interests of the North American companies that have money invested in Mexico and that are financed by development banks in North America,” Antonio Prado, seasoned international lawyer and executive at consultancy EnerSalpra, told NGI’s Mexico GPI. 

Mexico’s mid-term federal elections in June will be fundamental in determining the direction of the energy industry in the upcoming years, according to a top energy lawyer in Mexico City.
